Tamil Nadu Home Guards is a voluntary organization. An Act called, “Tamil Nadu Home Guard Act 1963” received its assent of his Excellency the President of India on 9 th of March 1963 and came into force at once. Constitution and Control of Home Guard: The object of the organization and the role of the government is clearly laid down in the preamble of the above Act which reads as follows:

“The government may constitute a volunteer body, called, the Home Guard; every member of which shall exercise such powers, discharge such duties and perform such functions, in relation to the maintenance of services essential to the life of the community, the protection of persons, the security of property and the preservation of public order, as may be assigned to him by provisions of the Act and the Rules made there under.” The Government of India empowers the State governments and all Union territories to formulate Rules to suit their requirements and Government of Tamil Nadu made The Tamil Nadu Home Guards Rules1963.

And thus, the organization is functioning since 1963 in Tamil Nadu. Tamil Nadu Home Guards is functioning in all Police Districts and Commissionrates and each unit is headed by the Commandant / Superintendent of Police in districts and Commissioners of Police in cities. Civil officers designated as Area Commanders assisted by Deputy Area commanders and other ranks assist the Commandants. The post of Dy. Area Commanders are held generally by women. The Government of Tamil Nadu created the posts of Assistant Commandants-General to supervise the performance of Area Commanders at Range level. Vide G.O.Ms.No.2474 Home (Police.XII) Department Dated: 25.11.1983. The Government of Tamil Nadu has also created a post called ACG-in-Chief vide G.O. No. 1241 Dt. 26.09.2008. These posts of ACG and ACG-in-Chief are unique to the State of Tamil Nadu and are not prevalent in other states.
